In 2024, Madagascar ranked 140th out of 180 countries in the Corruption Perceptions Index (CPI) by Transparency International, scoring 26 points out of 100, indicating a high level of public sector corruption.

Natural Resource Sector: The artisanal gold mining industry is heavily influenced by corruption, with traders often colluding with government officials. The process of granting mining licenses is arbitrary, allowing corruption to flourish.

Smuggling and Wildlife Trafficking: Organised smuggling syndicates control extensive networks for trafficking valuable resources like rosewood and wildlife, often with connections to high political power. These illegal activities exploit the country's weak legal framework.

 Global Positioning and Progress

Global Ranking: As of 2024, Madagascar ranked 140th in the CPI, indicating it is among the less transparent and more corrupt countries globally.

Progress on Promises: Despite efforts to combat corruption, such as the conviction of high-profile officials, systemic issues persist. The country has not shown significant progress in addressing corruption on a broader scale, with challenges remaining in various areas.

Madagascar has made commitments to the international community to address corruption, but progress has been slow. The country's involvement with international bodies and its participation in anti-corruption programs suggest a willingness to improve, yet the persistence of corruption reflects ongoing challenges in governance and public sector transparency.
