​The Leapfrog Paradox: Can AI Rescue a Fragile Economy? (Part 1: The Infrastructure Gap)



The promise of Artificial Intelligence often sounds like a Silicon Valley fairy tale: an "age of amazing abundance" where productivity skyrockets, costs plummet, and human labour is liberated from drudgery. In his recent interview with The Economist, Elon Musk painted a vision of a future where AI becomes an unstoppable, transformative force, potentially making most human work unnecessary and ushering in unprecedented global wealth.

For those of us living in Antananarivo, however, that vision feels less like a coming revolution and more like a distant, alien broadcast. 

When you spend your days navigating a city where consistent electricity is a luxury and high-speed data is priced for the elite, the "AI-driven future" doesn't feel like a solution—it feels like another barrier. If we aren't careful, AI risks becoming a "luxury good," a tool that further concentrates wealth and power in the hands of the few, while widening the chasm between the connected and the forgotten.

This is the Leapfrog Paradox. Can a fragile economy, currently struggling with basic infrastructure, actually skip the traditional stages of development to harness the power of AI? Or are we simply building a digital superstructure on a foundation of sand?

The Reality of the "Last Mile"

To be clear, the problem is not a lack of ambition or talent. I see it every day in the students I mentor and the public workers struggling to receive their pay. The problem is the "last mile"—the physical reality of getting a digital signal to a remote village or keeping a server running through a load-shedding cycle. 

If we treat AI as a national strategy that requires massive, centralized data centers and fiber-optic backbones, we will fail. We cannot wait for a world-class grid to arrive before we start thinking about how these tools can help us. We need a different approach—one that prioritises resilience over scale.

Policy Initiative: Building for Resilience

Instead of chasing expensive, centralised infrastructure projects that are vulnerable to corruption and mismanagement, policy must shift toward decentralisation.

1.  Incentivize Decentralized Infrastructure: We should prioritize tax incentives and regulatory "sandboxes" for the deployment of solar-powered micro-grids and community-based mesh networks. These allow local businesses and schools to maintain connectivity even when the main grid fails.

2.  Support "Offline-First" AI: We need to pivot our focus toward AI models that can run locally on low-cost hardware. By prioritizing tools that don't require constant, high-bandwidth cloud access, we can bring the power of AI to the teacher in a rural classroom or the nurse in a remote clinic, regardless of the state of the national internet.

3.  Localize the Tech-Stack: Development aid and government policy should focus on training local developers to manage and maintain these decentralized systems. We don’t need to be passive consumers of foreign AI; we need to be the architects of our own local implementations.

The Verdict

The fear is real: if we ignore the infrastructure gap, AI will simply automate the existing inequalities of our system. But if we frame our policy around resilience and decentralization, we might just find a way to make this technology serve the many.
